You use it when you’re wishing for something, like “Man, it’d be nice if this heat died down (警察が諦めたらいいなあ).” Or when you’re telling your homie how to handle something, “You should probably lay low for a bit (少し隠れたらいい).”
It’s like window shopping for a getaway car. When you’re talking to yourself, you’re pointing at the fast one saying, “That’d be nice…” (あれだったらいいなあ). When you’re talking to your boy, you’re pointing and saying, “You should probably get that one” (あれにしたらいい). It’s a suggestion, not a command.
