にしては is all about a gap between expectation and reality. You have a standard in your head for something (like “a rookie,” “a $10 meal,” “a trap house”), and the reality is surprisingly different. It can be a good surprise (“For a rookie, he’s a damn good shot”) or a bad one (“For a boss, he’s pretty weak”).
You use this when you’re judging something. “This is a cheap suit, but for a cheap suit, it actually looks pretty good.” You’re grading on a curve.
This is like judging a “rookie” in a street race. You expect him to be sloppy. But then he pulls off a perfect drift. You’d say, “Damn, for a rookie (新人のにしては), he can drive.” You’re surprised based on his category.

You just slam this onto the plain form of whatever you’re talking about. Nouns and na-adjectives (without the な) connect directly. Real simple.

- ガキの使いにしては、持ってきた金が多すぎる。 ガキ の つかい にしては、 もってきた かね が おおすぎる。 gaki no tsukai ni shite wa, mottekita kane ga ōsugiru. For a kid’s errand, that’s too much cash he brought.
- 「ちょっとした警告」にしては、やりすぎだ。 「ちょっとした けいこく」 にしては、 やりすぎ だ。 ‘chottoshita keikoku’ ni shite wa, yarisugi da. For “a small warning,” that was way too much.
- あいつは殺し屋にしては、優しすぎる。 あいつ は ころしや にしては、 やさしすぎる。 aitsu wa koroshiya ni shite wa, yasashisugiru. For a hitman, he’s too soft.
- 裏切り者にしては、堂々としている。 うらぎりもの にしては、 どうどう と している。 uragirimono ni shite wa, dōdō to shiteiru. For a traitor, he’s acting pretty damn confident.
- 警察にしては、動きが遅い。 けいさつ にしては、 うごき が おそい。 keisatsu ni shite wa, ugoki ga osoi. For cops, they’re pretty slow on the uptake.
