This is just the big brother of にしても. You use it twice (or more) to list examples. It’s used to make a general statement. You’re saying, “It doesn’t matter if it’s A or B (or C, or D)… the main point is X.”
You use this to say that the rule applies to everyone, no exceptions. “Whether you’re a (A) boss or a (B) soldier, (X) you gotta follow the code.”
This is the “all-inclusive” policy. It’s like saying, “Whether you pay with cash (現金にしても) or credit (カードにしても), the price is the same. No exceptions.” You’re listing the options just to say that all of them lead to the same result.
