にしても is the “no excuses” grammar. You use this to concede a point, but then immediately say it doesn’t matter. It’s like saying, “Okay, even if A is true… B is still the main point, and A doesn’t excuse it.” It’s often used to complain or say something is “too much.”
Your partner is late. They say, “The traffic was bad!” You say, “OK, even if the traffic was bad (渋滞だったにしても), you’re still two hours late. That’s unacceptable.” You’re acknowledging their point (traffic) but dismissing it as a valid excuse.
This is like a capo telling his soldier, “I don’t care what the excuse is.” The soldier says, “But he’s your cousin, boss!” The capo says, “OK, even if he is my cousin (いとこだにしても), he stole from us. He’s gotta pay.” You admit the fact, but you overrule it.
