This means something is obvious. 100% clear. You’re saying, “This is a fact, everybody knows this, I shouldn’t even have to say it.”

We use this when you’re stating a foundational truth before adding your main point. “It goes without saying you don’t talk to cops (警察に話さないのは言うまでもない), but you also don’t talk to his wife.”
