This ain’t just “it is.” This is “it is officially.” It’s used to state a fact, a rule, or a situation that’s been set in stone. It’s got a formal, objective sound, like it’s written in the code or in a headline.
This is used when you’re reading the rules of the organization, or when a deal is final. “From today, this turf is officially our territory (今日から、このシマは俺たちのものとなっている).”
This is the “law of the land.” It’s not up for debate. It’s not your opinion. It’s the final score, the judge’s ruling, the new rule in the code. It’s what is, period.

You’re stating a result or a state of being that is now fixed. It’s often used in writing or for announcements. You take the thing (Noun) and the state it’s in (Fact), and you connect ’em with となっている (to natte iru). If the rule is an action, you often use こととなっている (koto to natte iru).

- 新しいボスは、あいつに決定したとなっている。 あたらしい ボス は、あいつ に けってい した と なって いる。 (atarashii bosu wa, aitsu ni kettei shita to natte iru.) It has been (officially) decided that he is the new boss.
- このビルは、明日から我々のアジトとなっている。 この ビル は、あした から われわれ の アジト と なって いる。 (kono biru wa, ashita kara wareware no ajito to natte iru.) As of tomorrow, this building is (officially) our hideout.
- 上納金の締め切りは、毎月月末となっている。 じょうのうきん の しめきり は、まいつき げつまつ と なって いる。 (jounoukin no shimekiri wa, maitsuki getsumatsu to natte iru.) The deadline for the protection money is (set as) the end of every month.
- この区域は、一般人の立ち入りが禁止となっている。 この くいき は、いっぱんじん の たちいり が きんし と なって いる。 (kono kuiki wa, ippanjin no tachiiri ga kinshi to natte iru.) This area is (officially) forbidden for civilian entry.
- 我々の「ビジネス」は、表向きは運送会社となっている。 われわれ の 「ビジネス」 は、おもてむき は うんそう がいしゃ と なって いる。 (wareware no “bijinesu” wa, omotemuki wa unsou gaisha to natte iru.) Our “business” is (officially) a transport company on the surface.
- この金庫の暗証番号は、ボスだけが知ることとなっている。 この きんこ の あんしょう ばんごう は、ボス だけ が しる こと と なって いる。 (kono kinko no anshou bangou wa, bosu dake ga shiru koto to natte iru.) It is (an established rule) that only the boss knows the code for this safe.
