Read the explanation below to understand the nuance of how this grammar structure is used.
This is the word you use when you are pissed, confused, or just can’t believe what’s happening. It’s not a question, it’s an angry question. It always goes with a question word (who, what, where, why, etc.).
You could use this when you come back to the safe house and all the money is gone. You don’t say “Where is the money?” (金はどこ？). You yell, “Where the hell is the money?!” (一体金はどこだ？！)
This is the “amplifier” for your “WTF.” Your question is the guitar, and 一体 is the distortion pedal you just stomped on. It makes the whole question louder and more aggressive.

This is an adverb. You just drop it in your sentence, right before the question word (like nani, dare, doko, naze). It adds major attitude.
