This is old-school, straight up. It’s the “classical” version of 〜だろう (darou). It’s the old ‘volitional’ form of an adjective, but now it’s only used in writing to mean “probably…” or “it seems…” It sounds dramatic and literary.
Common Situation: You’d read this in a novel or an old man’s letter. “This cold winter is probably hard (この寒い冬は辛かろう).”
Metaphor: This is that “old-timer talk.” It’s like Pop Smoke saying “Woo” vs. an old bluesman saying “I do declare.” It’s the same idea (it’s good/it’s true), but the style is from a whole different era. It’s the “I do declare” of grammar.

Take an い-Adjective (like 寒い samui), drop the い (i), and add かろう (karou). The negative is 〜くなかろう (ku nakarou). For nouns and な-adjectives, you use 〜であろう (de arou), which is a different (but related) beast.

- あんなことをして、無事で済むと思うのは甘かろう。 あんな こと を して、ぶじ で すむ と おもう のは あまかろう。 (anna koto o shite, buji de sumu to omou no wa amakarou.) It’s probably naive to think you can get away with doing something like that.
- 刑務所での一人の夜は、さぞ寒かろう。 けいむしょ で の ひとり の よる は、さぞ さむかろう。 (keimusho de no hitori no yoru wa, sazo samukarou.) A night alone in prison is probably so cold.
- ボスを裏切ったのだ。生きては帰れなかろう。 ボス を うらぎった の だ。いきて は かえれ なかろう。 (bosu o uragitta no da. ikite wa kaere nakarou.) He betrayed the boss. He probably won’t make it back alive.
- 家族を殺されたのだ。彼の復讐心は深かろう。 かぞく を ころされた の だ。かれ の ふくしゅうしん は ふかかろう。 (kazoku o korosareta no da. kare no fukushuushin wa fukakarou.) His family was killed. His desire for revenge is probably deep.
- この「シノギ」だけで食っていくのは、難しかろう。 この 「シノギ」 だけ で くって いく のは、むずかしかろう。 (kono “shinogi” dake de kutte iku nowa, muzukashikarou.) It’s probably difficult to make a living just off this hustle.
- あんな大金、一人で盗み出すのは不可能に近かろう。 あんな たいきん、ひとり で ぬすみだす のは ふかのう に ちかかろう。 (anna taikin, hitori de nusumidasu nowa fukanou ni chikakarou.) Stealing that much money alone is probably near impossible.
- あの限定スニーカーを手に入れるのは、容易ではなかろう。 あの げんてい スニーカー を て に いれる のは、ようい では なかろう。 (ano gentei sunīkā o te ni ireru nowa, youi dewa nakarou.) Getting those limited-edition sneakers probably won’t be easy.
- 毎日あれだけ鍛えているのだ。彼の力は強かろう。 まいにち あれだけ きたえて いる の だ。かれ の ちから は つよかろう。 (mainichi are dake kitaete iru no da. kare no chikara wa tsuyokarou.) He trains that much every day. He is probably strong.
- 敵の縄張りで一人歩きとは、よほど命知らずか、愚かろう。 てき の なわばり で ひとりあるき とは、よほど いのちしらず か、おろかろう。 (teki no nawabari de hitoriaruki towa, yohodo inochi shirazu ka, orokarou.) Walking alone in enemy turf… he’s probably either incredibly reckless or a fool.
- 彼の忠誠心は、見せかけに過ぎなかろう。 かれ の ちゅうせいしん は、みせかけ に すぎ なかろう。 (kare no chuuseishin wa, misekake ni sugi nakarou.) His loyalty is probably nothing more than show.
