This is the holy trinity of honorific verbs. It replaces iru (to be), iku (to go), AND kuru (to come). When the boss is somewhere, or goes somewhere, or comes somewhere, he irassharus.
Common Situation: “The Boss is in his office.” (ボスは事務所にいらっしゃいます。) “The Boss is coming.” (ボスがいらっしゃいます。)
Metaphor: The boss doesn’t just “show up.” He arrives. He doesn’t just “be” somewhere, he holds court. This verb is his throne.
