This is the big boss version of shikata ga nai. It means the exact same thing, but it’s stiffer, more formal, and sounds more final. It’s the grammar of an ultimatum.

Common Situation: This is what the Don says in a written declaration. “They refused our offer. Now, there is no choice but to go to war (戦争に訴えるよりほかない).” It’s a final, heavy, and objective-sounding decision.

Metaphor: If yori shikata ga nai is the soldier in the trench saying “I’m out of ammo,” yori hoka nai is the General’s official report stating: “Ammunition is depleted. No choice but to engage in close-quarters combat.” Same meaning, but the formality and weight are different.
