This is the big boss version of shikata ga nai. It means the exact same thing, but it’s stiffer, more formal, and sounds more final. It’s the grammar of an ultimatum.
Metaphor: If yori shikata ga nai is the soldier in the trench saying “I’m out of ammo,” yori hoka nai is the General’s official report stating: “Ammunition is depleted. No choice but to engage in close-quarters combat.” Same meaning, but the formality and weight are different.
